- ➤ Arizona law leaves holiday decorations to HOAs, which may set rules for display times, light size & safety requirements while not regulating indoor displays or selectively enforced rules. HOAs must issue written notices and allow time to correct issues before fining and are required to follow open-meeting procedures to adopt new rules. The Arizona Republic
- ➤ Two local rescue groups are hosting free adoption events to ease crowded shelters. The Arizona Animal Welfare League waived fees for dogs and cats at its main shelter from Tuesday through December 15 while Maricopa County Animal Care & Control will offer free adoptions for dogs 6 months and older at three shelters through December 7 — an effort to reduce overcapacity. - ➤ Movie theaters are offering discount popcorn deals for Maricopa movie fans. AMC’s Popcorn Pass costs $29.99 plus tax and gives half-price large popcorn daily until Dec. 31, while Harkins’ Popcorn Perks Voucher costs $40 and adds a $10 gift card — Cinemark and Regal also offer similar promotions. - ➤ Arizona education officials are reviewing how English language learners affect school letter grades following November’s results—one student's performance can shift a school’s grade by at least one point. - ➤ The Arizona Department of Transportation Motor Vehicle Division announced three new specialty license plates that support ovarian cancer education, Arizona wine production, and the Phoenix Mercury Foundation—drivers can visit azmvdnow.gov to order a $25 plate that contributes $17 to local charities. - ➤ MomDoc, an OB-GYN provider with 17 locations, ended its contract with Blue Cross Blue Shield effective Dec 1—citing unsustainable reimbursement rates after two years of negotiation, and Blue Cross said pregnant members can continue care through delivery and postpartum appointments while they seek alternative in-network providers. 12 News

- ➤ Homeowners in Maricopa must clean leaves that fall into their yard from a neighbor’s tree because no law assigns that duty to the tree owner. Property owners may trim the tree up to their property line (without damaging it) but are still responsible for clearing any fallen leaves. The Arizona Republic
